Let's chat about color additives. Many color additives can come from the earth, naturally. And something "natural" doesn't always mean safe. But that's a whole other topic that I explain here.
Before a product that contains color additives can ever hit the market in the United States the company putting the product on the market is responsible for determining whether the additive is approved for its intended use.
Intended use means - is the color APPROVED for the AREA you are intending the product to be used on.
So for example, if I formulate and put out a blue eyeshadow on the market but that particular blue color additive that I have put in my eyeshadow is only approved for use on the body and not the eye area, AND I get caught or reported, then my company would be required to recall this product and take it off the market immediately.
Many color additives must be certified for purity in an FDA lab if they are to be used in a product in the United States.
MoCRA explicitly requires that a responsible person for a cosmetic product shall ensure adn maintain records supporting that there is adequate substantiation of safety of their cosmetic product.
